Experience Overview

My evaluation, research, and policy analysis work spans more than 30 years and twenty-five countries across Latin America, the Caribbean, Africa, Asia, and the United States. I have assessed major development programs, with a combined portfolio of over USD 900 million, for donors, multilaterals, governments, and implementing partners.

My work focuses on understanding program effectiveness, strengthening implementation, and supporting evidence-based decision-making in complex, sensitive, or fast-changing environments. I collaborate with multicultural teams, engage diverse stakeholders, and synthesize complex findings into clear, practical insights.
